This bug report will be sent to the Bug-GNU-Emacs mailing list
and the GNU bug tracker at debbugs.gnu.org.  Please check that
the From: line contains a valid email address.  After a delay of up

Please write in English if possible, as the Emacs maintainers
usually do not have translators for other languages.

Please describe exactly what actions triggered the bug, and
the precise symptoms of the bug.  If you can, give a recipe
starting from `emacs -Q':

0. go to a directory of choice without an .dir-locals.el
1. make an empty file .dir-locals.el
2. open an arbitrary file, e.g. test.txt
3. In minibuffer shows: Error: (end-of-file)

It also shows up during export of org-files etc. So it took some time to find
the reason, because I was looking in the wrong direction. I did not have
an empty .dir-locals.el, but I had commented out everything in it.

I consider this an inconvenient error message. If possible: either
give no error when
there is no content, or be more specific where no content was found.

I don't know a simple way to distinguish an end-of-file error caused by
a malformed expression from one caused by a file that is either
literally empty or contains nothing but comments. So I just made the
message mention dir-locals.
