The explanation is in terms of `default-major-mode'.  But that function
is now obsolete.  This doc is not up-to-date.

Sorry, I don't even understand the change.  Please ask someone who knows what it
is about and why it was made.

Sorry I was unclear: if you can, please send a patch with the
new docstring you want.  No problem if you can't, of course.
