When Info-tagify is called without parameters
it tries to get "(buffer-file-name)" which is nil.

Another inconvenience because buffer-file-name is nil:
Info-cease-edit asks for a filename now in save-buffer call.

Looking at the code I am a bit confounded
how it worked for me before. It doesn't look
like something essential changed.

Additional info: I have used a modified version of
info.el for years and I'm updating my modifications
for 23.4 currently.

It's always been like that. Seems a reasonable way for it to behave.
