Bug in configure and/or the INSTALL documentation:

tar -xpzf emacs-24.3.tar.gz
cd emacs-24.3
./configure # ... configure: error: The following required libraries were not found ...
make distclean # make: *** No rule to make target `distclean'.  Stop.
cat INSTALL
...
  4. If you need to run the `configure' script more than once (e.g.,
     with some non-default options), always clean the source
     directories before running `configure' again:

		make distclean
		./configure
...
cd .. && rm -r emacs-24.3
# do over with different configure options until done

If configure did not finish successfully, there are no Makefiles.
There is no need for you to clean, since nothing has been built.
This is not a bug and is not specific to Emacs.
