When I googled about mentioned function, I saw a discussion where
someone stated that it is not possible on Windows for reason I am unable
to remember now.
Now I ran Cygwin version of Emacs and the function is implemented
there. So, it is definitely possible to implement it somehow on Windows.
If not, then please implement it so that it returns nil, or in similar way.

The Cygwin library code for this is in net.cc.  Volunteers are welcome
to lift it from there into some w32*.c file inside Emacs.

Btw, it would be nice to hear some use case where this functionality
is really important.  TIA.

Red Hat has a general assignment for all contributions to FSF projects,
so you'd "just" need to convince them to contribute this to Emacs.
(But I imagine it's less hassle to reimplement it.)

AFAIK (which is not very far), the "ipconfig" utility on MS Windows
returns the relevant network info, so anyone who actually needs this
info could just call that from Emacs and parse the result.

Right, so I just went away and did it in trunk revision 114686.

It comes close, but not all the way.
