"Ordinarily the variable `fill-column' controls the width."

What is "ordinarily" - or rather, when does `fill-column' not control
the width? Is there some other way to control the width (other than
binding or setting `fill-column')? The Emacs manual (node `Fill
Commands') seems to confirm that playing with `fill-column' is the
(only) way to control the width.

Windowing system distributor `Microsoft Corp.', version 5.1.2600

I've now removed the "Ordinarily".

OK by me. That removes the unclearness.

I have no idea whether something important was meant by the addition of
"ordinarily". If no one speaks up you can close this bug as far as I am
concerned. Thx.

I read through the code, and I couldn't see anything that would make
`fill-column' not used. But if somebody knows different, please say
so. :-)
