M-x describe-specified-language-support
 
gives that error message, which is incomprehensible to a user.
 
If a user should not invoke the command using M-x, then say so.  In any
case, change the error message to something accurate and useful.

The comment says:

I've now altered the error string to say explicitly what's wrong.
