Yes, you're right, but after your change I still see a problem with
10+ shelves. I'll take a look ASAP. Meanwhile, I'm filing a bug
report.

Having 10 shelves and doing vc-dir, I get

Working dir: c:/emacs/test/

Shelves            :
 10: 10
  9: 9
  8: 8
  7: 7
  6: 6
  5: 5
  4: 4
  3: 3
  2: 2
  1: 1

                         ./
    nil                  helves exist. See "bzr shelve --list" for details.

even after Colin's change. That's obviously wrong.

Fixed. I forgot that the check is done at two places.
