If someone sends a mail to both "123@debbugs" and "bug-gnu-emacs" (or
"emacs-pretest-bug" or "submit@debbugs"), debbugs should detect this,
and not enter the subsequent mail in the database twice, nor send it
out twice to the bug list.

Message-id tracking might be the "right" way to do this.

A simpler way might be header checks, discarding the mail sent to the
generic address if a bugref address is also present. This assumes both
mails will arrive, which could be risky.
