There's no entry for org in lisp/loaddefs.
In f22856a org.el started keeping all its autoloads in org-loaddefs.el.

This is fixed in Org 9.4.3, which I'll sync with the emacs-27 branch ASAP.

Can 'org-agenda' be autoloaded as well?  In 'emacs -Q' version 27.1 it
is possible to 'M-x org-agenda'.  With recent master version one must
'M-: (require 'org-agenda)' first.
