Some people would like to be able to comment on bugs via the web.
(This is of no interest to me personally.)

At first glance, this doesn't seem too hard to add:

Make bugreport.cgi add a web-form at the end of each report, with a
comment box and a submit button. When clicked, it should:

1) If the bug in question is archived, send an unarchive control message.

2) Send the comments as a mail to ###@debbugs.

3) Print something like "thanks for your comments, they will appear
after moderation."

The normal debbugs-submit moderation process would work to reject spam.
The generated mail should be "From: webbug <at> debbugs" or somesuch. Mails
from this address should always be held for moderation.

If too many spam messages result, we would have to protect this feature,
eg by a captcha or requiring people to login first.
