These are cross-manual links, which current makeinfo doesn't handle
well.
Ludovic asked Karl what do about that, and he said:
Here are the choices:
1) run with the development (CVS) makeinfo, which will use the
htmlxref.cnf mechanism Patrice and I devised.
2) postprocess the html with perl/sed/whatever to fix the xrefs.
3) add .symlinks to the guile web dir to make them resolve.
4) live with the problem until the texinfo release (or pre-release).
I'm away from the internet right now, but whenever someone gets around
to solving this, here are the options :)

This is the thing to do.
See:
http://www.gnu.org/software/texinfo/manual/texinfo/html_node/HTML-Xref-Configuration.html
And the awesome htmlxref.cnf here:
http://ftp.gnu.org/gnu/texinfo/htmlxref.cnf
Let's fix this when next we update the docs on the site.
