Want to set fill-column depending from context, for example
be different if inside string or in a comment.

Which might be done employing fill-paragraph-function.

Unfortunately fill-paragraph don't let the user go with it, but starts
later on a (fill-region-as-paragraph beg end justify) regardless if
fill-paragraph-function was called already or not.

Which might destroy the results, making useless fill-paragraph-function or does other unwanted things.
