n.b. The suggested text is adapted from the following quote from the
email (a form letter, I presume) that I received from John Wiegley
upon being added to the emacs Savannah group.

I wasn't sure about keeping the ChangeLog comment for this use-case,
but I kept it on the basis that individual packages may have their
own ChangeLog files to which this could apply.

Makes sense to mention this explicitly here, because it may be unclear.
I removed the ChangeLog bit, though, before applying the patch.
