I believe you miss a line previously that looks for
/usr/local/share/guile/2.2/guile-procedures.txt and succeeds.  I think
there is no general problem, only a specific problem that "cons" doesn't
have documentation any more, I guess related to inline function
definition things.

So.  (help cons) is no longer working for me with 2.2.

The output of

guile was compiled from the 2.2 release tarball using default configure options.

The file actually lives at
