counsel-find-file has stopped working with remote files in emacs-26.

To reproduce, starting with an empty ~/.emacs.d/elpa directory and
emacs -Q:

M-x package-initialize RET
M-x package-install RET counsel RET
M-x counsel-find-file RET

Then enter a Tramp filename (the one I'm using looks like
/scp:server:path/to/file) and RET.

Result: an empty buffer and "Use M-x make-directory RET RET to create
the directory and its parents".

With the same procedure, emacs-25 successfully opens the remote file.

This works fine with Emacs 25. The same scenario fails with Emacs 26
after the `package-install' call, with error message

Perhaps you should report your package installation failure as a
separate bug.

I ran git bisect and found that counsel-find-file stopped working with
Tramp in 0f286ca85a, "Fix Bug#28889".

Well, I had installed ivy 0.9.1 from GNU ELPA. I've removed this, and
took the recent ivy version from MELPA. This works, and I could
reproduce your problem now.

I don't know whether this is something for the Emacs bug tracker. It
isn't an Emacs bug itself.

I've committed patch 06d05fec84 to the emacs-26 branch. Since it changes
autoloads, it might help to call "make -C lisp autoloads" prior "make".

Could you, pls, check whether this patch solves the problem?
