On (info "(gnus) Customizing Articles")
there are

     ‘lapsed’
          The time elapsed since the message was posted.

     ‘combined-lapsed’
          Both the original date header and a (shortened) elapsed time.

     ‘local’
          The user’s local time zone.

but frustratingly no examples of how the user could add a local-lapsed
etc. In fact looking at gnus-art.el it seems extremely hard.

Sure there is a "user-defined" option, but that only deals with
non-elapsed things.

GNU Emacs 25.2.2 (i686-pc-linux-gnu, GTK+ Version 3.22.21)

I don't think there is such an option, so if anybody wants that, they'd
have to write it themselves.  Nobody has ever requested it.

Does the date in say Norway, where I have never even been,
make more sense to me the reader, than the date where I am now?

Sure.  You'll be able to see that I'm typing this in the middle of the
night, and the lapsed time says how long ago that was.  Which is what
all everybody wants to know.  :-)
