Is there a reason that there isn't a global-abbrev-mode command? I've
been using the following which seems to work nicely:

(define-global-minor-mode global-abbrev-mode abbrev-mode abbrev-mode)

Yeah, I don't think a global abbrev mode would be generally useful, so
I'm closing this bug report.
