This is for mouse over events, it doesn't happen when using the
keyboard to navigate the menu. That's why I think these are empty
tooltips and not some kind of degenerate submenus.

Does the problem go away if you set x-gtk-use-system-tooltips to nil?

The system tooltips correctly display text.

Nevertheless, I noticed that they (the system tooltips) are still
showing the "missing icon" icon. I thought it was fixed by a previous
patch I suggested (bug #31884, maybe this is because it was only
pushed to master).
