In emacs to enter the menu you need to type M -`
but in gnome this combination is already under something sharp.
how can this be changed?
I have a Debian 9 stretch

Maybe I misunderstood your original question. Can you elaborate on
what would you like to change? If the problem is that M-` is taken,
you could bind the corresponding command to some other key.

Then yes, you should rebind the menu command to a different key. See
the Emacs manual for how to do that, or ask on help-gnu-emacs <at> gnu.org

This is not a bug in Emacs, but conflicting key bindings with the
desktop environment and/or window manager. Closing.
