The Boost package needs to provide libboost_python3 so that we can get
rid of Python 2 in dependent packages.

A good test for this change would be the 'vigra' package.

Boost 1.71.0 has much improved support for multiple Pythons, so this
change should wait for the next Boost update.

This was fixed in 2ac164a8107dbb07ba1ed29986859d3e936f795a on the
'core-updates' branch.
