This is=E2=80=A6 true, and has been a source of personal annoyance for=20
years :-)

As it is, this bug report is a bit vague, almost a meta-bug (=E2=80=98many=

packages have bugs=E2=80=99).  Because *many* packages have this problem,=20
for different reasons.  Most instances are pretty easy to fix once=20
you find out the exact problem, but there's no one-size-fits-all=20
solution.

Do you have any ideas to make it more actionable?
