starting "emacs -Q" on vcxsrv:
 =C2=A0- the emacs window pops up with the usual default size and then
 =C2=A0immediately resizes vertically with only three usable lines remaini=
ng.
 =C2=A0- after that, I can resize the window to whatever I like with the m=
ouse
 =C2=A0- when I open another frame with C-x 5 2, the actual new window (or
 =C2=A0frame in emacs terminology) has the regular size, but 80% of the wi=
ndow
 =C2=A0is black and emacs displays menu, minibuffer and everything in the
 =C2=A0remaining upper part. Again, when I resize the window with the mous=
e,
 =C2=A0everything is back to normal.
 =C2=A0- when I start emacs with the --geometry option, I can make emacs f=
lash
 =C2=A0up with another frame size, but again it immediately resizes
 =C2=A0- when I start emacs with the -fh or the -mm option, it opens up in=
 the
 =C2=A0respective size as requested

 =C2=A0- I get the same behaviour with vcxsrv 64.1.20.5.1 and xming 6.9.0.=
