If I add to .emacs with AUCTeX the following:

(add-hook 'text-mode-hook 'turn-on-window-margin-mode)
(add-hook 'LaTeX-mode-hook 'turn-on-reftex)
(setq reftex-enable-partial-scans t)
(setq reftex-save-parse-info t)
(setq reftex-use-multiple-selection-buffers t)
(setq reftex-plug-into-AUCTeX t)

Reftex will not be loaded automatically by loading a TeX file. It can be
loaded manually with reftex-mode, but it will NOT parse a master file
declaration at the end, e.g.

%%% Local Variables:
%%% mode: latex
%%% TeX-master: "my-master"
%%% End:

It is indeed impossible to manually set the master file (with C-c _) to
anything different from the local file.
When I remove the hook turn-on-window-margin-mode, from .emacs REFTeX
resumes working normally.

What is turn-on-window-margin-mode?  What does it do?  I don't see
this function in Emacs.
