Menu bar does not work in macOS 10.11.6 El Capitan. Drop down menus
don't show up even after multiple clicks. Global menu with F10 works fine.

I don't have Macos 10.11 here to test (just high sierra, mojave and
catalina).  Does anybody have access to a 10.11 system to check whether
this is still a problem in Emacs 28?

This seems to have also been reported in bug#42866, so I've now merged
the two.
