Inputting the following in either HTML or HTML+ mode causes bogus
highlighting:

---

foo > bar

<div class="not highlighted as attribute">

'highlighted as attribute'

---

As the text implies, the attribute is _not_ highlighted as such, and the
quotation marks on the next line are treated as an attribute. This
becomes much more disruptive when anything like "it's" appears in the
text as it'll highlight everything until the next apostrophe!

https://debbugs.gnu.org/cgi/bugreport.cgi?bug=40844 is similar, except
there it gets confused by "(".

I can reproduce this in Emacs 26.3, but not in Emacs 28, so I'm going to
go ahead and guess that this has been fixed in the meantime.  If this is
still a problem in Emacs 28, please send a mail to the debbugs address
and we'll reopen the report.
