Hi,

I realized when a `post-command-hook` has been added with the local flag
`t`; it runs when the mouse moves. Is it a normal action? It occurs in
Emacs 27.1 windows build.

I cannot reproduce this.  So please show exactly how you added a
function to post-command-hook, and what exactly did you do for the
"mouse moves" part.

More information was requested, but no response was given within a few
months, so I'm closing this bug report.  If the problem still exists,
please respond to this email and we'll reopen the bug report.
