M-x byte-compile-file RET SOME_FILE.el RET
then in the *Compile-Log* buffer created press 
g

it runs "make" instead of rerunning the byte compiler.  It seems that
compilation-mode is not set up completely to do that.

Yes, that seems pretty nonsensical.  In Emacs 27, I've now changed the
`g' command to re-byte-compile the previously byte-compiled file.
