Step 1. Start 'emacs -Q'
Step 2. Evaluate:

(global-auto-revert-mode) (setq-default 
global-auto-revert-non-file-buffers t) 

Step 3. Launch Dired in '/tmp'
Step 4. Run 'touch /tmp/x' outside of Emacs

Expected: Dired shows 'x'
Actual: Dired does not show 'x'

Note: Setting global-auto-revert-non-file-buffers *before* 
global-auto-revert-mode fixes the problem.

This should now work in Emacs 28.
