Subject: Wishlist: support for favorite emoji input

As discussed on devel, it would be nice to have a function bound to
/e.g./ `C-x 8 e f' to insert emoji from a user option.  The user option
could be an alist, containing entries like

  ("t" . "👍")

instead of it being lexicographically ordered like `emoji--recent' is,
which works with `C-x 8 e r'.
