We should add some way to include the images on the package pages on
(Non-)GNU ELPA.  Currently, they are just <img> tags pointing nowhere.

See here for an example:

    http://elpa.nongnu.org/nongnu/telephone-line.html

Another case is where they point to an external page, such as:

    http://elpa.nongnu.org/nongnu/anti-zenburn-theme.html

We should download those images and serve them ourselves.
