Our rottlog has an empty STATDIR, it will create a /.lastweek file when
running. Normally it should use /var/lib/rottlog/.lastweek.

I've noticed a couple other odd things with rottlog as well:
* the first rotated log has a .gz file extension; later rotated files
have no extension, just a number.
* there doesn't seem to be a limit to the number of rotated logs kept,
here's a sample from my /var/log/
guix-daemon.log.117 guix-publish.log.84 guix-daemon.log.99
