Evaluate this in emacs -Q:

  (progn (setq pixel-scroll-precision-interpolate-page t)
         (pixel-scroll-precision-mode))

Now go to a long page like `C-h i', press PageUp and then PageDown.
It doesn't scroll down.

Right, should be fixed now.  I also improved the scroll interpolation
accuracy somewhat.

(It might take a while for me to push the changes.)
