$ Open -n -a /Applications/Emacs.app --args -Q --eval '(find-file

Buffer c.c displays

int one;
#ifdef X
int two;
#else
int three;
#endif
int four;

but one of those lines should be invisible.

Should it? Since hide-ifdef-initially is nil by default, the initial
display hides nothing. If you type "M-x hide-ifdefs", it will hide
some of the #ifdefs.

I see no bug here.
