I observed it occur three times when substitutes were fetched after Ruby was substituted. I don't mean to say that Ruby is the problem (that'd be crazy), just that the TLS error occurs at the same stage in the installation every time. NOT randomly. I've never encountered this error before on any other Guix machine on my network. The installation machine was using a wired connection.
