I see a lot of
```
~/.emacs.d/elpa/${SOME_PACKAGE}/${SOME_PACKAGE}-pkg.el:1:1: Warning: =
file has no =E2=80=98lexical-binding=E2=80=99 directive on its first =
line
```
When updating my packages or installing new ones.

Is this a warning I should be raising with the package maintainers?

I was under the impression that these `-pkg.el` files are all =
automatically generated (at least I can never find it checked into any =
of the repos), perhaps the generation script could be updated to include =
these (if that is under emacs=E2=80=99 control).

Best Regards,

Jacob Faibussowitsch
