When trying to use HyControl's frame move (M K keys), it prompts you
to install the `framemove' package which doesn't exist in the GNU or
melpa package collections.

Confirmed. Thanks for letting us know.
Seems framemove was removed from Melpa back in 2017(!). See commit
https://github.com/melpa/melpa/pull/5008.
A temporary workaround, while we work on solving the issue, is to install the
package using the instructions from the EmacsWiki. See
https://www.emacswiki.org/emacs/FrameMove

The latest version of Hyperbole on Elpa devel now gives an errors message when
a command that requires framemove is used. The error message points the user
to a repo where the package can be found for manual installation.
This is not ideal, and we are sorry for that. A proper solution will have to
wait to a future release.
