thank you for making Emacs, an amazing editor, and keeping it running 
also on TTY.

after opening Emacs (also as emacs -Q) in a TTY (real, as gotten to on 
Linux using C-M-<F3>),
 starting the server (M-x server-start),
I tried to open a client window on a TTY as
$ emacsclient -nw
sometimes it opens properly, often it exits immediately.
when not opening a new window emacsclient works properly.

when the original Emacs is under X (GUI), opening another window on a
TTY works, but locks, changing only when switching back to X (as with
M-<left arrow>), seeming that processor time is only given while X is
selected (in which case this is not Emacs`s fault, but may be solvable 
anyway).

when running Emacs as a daemon (emacs --daemon) i have not had any
problems. this may be a valid work-around.

I cannot reproduce any of these problems with Emacs 29 that I compiled
myself.  Since your Emacs is "modified by Debian", as this says:

I suggest to take this up with the maintainers of the Debian or Ubuntu
distro of Emacs, perhaps they will be able to reproduce and investigate.
