Subject: Bug: Windows 11. GUI. Command Window cannot scroll Inbox

[Message part 1 (text/plain, inline)]
 How to reproduce.

Go to command window, type: v=randn(100,1)

Then try to scroll to the beginning. The scroll bar does not react. The
mouse wheel will cause no change. (File browser window is scrollable tho
with both bar and mousewheel). It is as though the first 80 elements of v
did not print. This has been for months.
