PS: Apparently the problem was introduced by a Debian upgrade which
added/changed the `javascript-common.conf` part of Apache's config so it
now defaults to redirecting the web site's `/javascript/` dir to the
host's `/usr/share/javascript`.

Thanks. It works. Sounds like a good move from Debian to prevent users
from installing custom JS. ;)

While we are on it - I wonder why the footer of
https://elpa.gnu.org/packages/ is formatted so badly, in comparison to
https://elpa.gnu.org/. Should I open a separate issue for that or is
this a quick fix?

The issue appears to have been fixed in 66b69a2a by John Muhl, but the
layout.css has not been updated on the server.  I have done so now and
it seems to have fixed the issue (on Firefox, Chromium), but please
verify it on more systems as well.
