I was using `mapatom' to explore symbols on my Emacs when I found
`rcirc-set-encode-coding-system' was aliased to
`set-rcirc-encode-coding-system', whose `symbol-function' is nil.
This is reproducible with `emacs -Q':

    (require 'rcirc)
    rcirc
    (symbol-function 'rcirc-set-encode-coding-system)
    set-rcirc-encode-coding-system
    (symbol-function 'set-rcirc-encode-coding-system)
    nil

Digging into the source code, it seems rcirc.el has misplaced the two
arguments to `define-obsolete-function-alias':

    (define-obsolete-function-alias
      'rcirc-set-encode-coding-system
      'set-rcirc-encode-coding-system
      "28.1")

(Similarly, `rcirc-set-decode-coding-system' also seems wrongly
aliased.)

should fix it, but I am weary to "fix" obsoletion declarations like this
3+ years after they have been released.  Instead, this might be a good
opportunity to get rid of the aliases, seeing as their absence has
evidently not been an issue for the past few years.
