The commands `package-browse-url' and `package-report-bug' specify the
`package-menu-mode' in their interactive specifications. This means that
the commands are filtered out from M-x if the
`command-completion-default-include-p' is used.

(setq read-extended-command-predicate #'command-completion-default-include-p)

The commands are useful outside of the package menu and can be used
directly everywhere, since they read the package name via completion.

Furthermore `package-browse-url' is not marked as autoloaded, but it is
also a useful entry point if package.el is not loaded.
